Thats going to consume more than just a lot of ressources. Gadgetzan is quite small tho. Artifact Weapons were great for example. I think the problem in Shadowlands is that you need to choose among them while also choosing a Covenant theme you like. Players feel forced into a particular Covenant.
Also, with the Dragonsworn-system things would be simpler. You just play through the story and gain access to a few new abilities. Think of it like an extension of the Talents. Yes, you are right. Creating Dungeons requires resources. But Dungeons was the old norm and it is possible. The trick is to set a few of them in nearby locations like in Utgarde Keep, which saves resources and development time.
